Consultation meeting on SPOCS final reports

WHAT?
In the context of sharing the lessons learned from the SPOCS project, we are planning to consult Member States that are not participating in the SPOCS project, as well as industry stakeholders and standardization bodies. the objective of the meeting is to collect the feedback of the stakeholders so to as to improve the usefulness of the final SPOCS deliverables.

Participants will be able to:
  • Get a preview of the final reports.
  • Discuss what the SPOCS solutions could deliver for them.
  • Collect ideas regarding sustainability and standardization.
  • Build strong relationships with those Member States/partners that will be part of the new pilot A project on Basic Cross Sector Services(as called for in the CIP ICT PSP WP 2012).
WHO?
We aim to engage those European countries outside the project and wider industry representatives.

WHEN?
This SPOCS event is organized on 20th June 2012 in Brussels. This event is two days after the SEMIC 2012 Conference External link and back to back with the 2nd Digital Agenda Assembly (21 - 22 June 2012),. The Semantic Interoperability Conference 2012 – SEMIC 2012 – offers a unique opportunity to explore and discuss how semantic interoperability solutions are being embraced by e-Government initiatives. The main objective of the 2nd Digital Agenda Assembly External link is to assess progress to date on implementation towards the Digital Agenda's goals and actions and seek ways to improve delivery.

WHERE?
The SPOCS meeting will take place at the Permanent Representation of Austria, Avenue de Cortenbergh 30, Brussels (from 9:00 to 17:00).

HOW?
SPOCS will present participants with a draft version of the several levels of final reports:
  • Pilot evaluation reports: mainly focusing on the business case, the roll out of the technical solutions from an organizational perspective, the difficulties encountered, stakeholder engagement, etc.

  • Final reports per building blocks: each SPOCS building block will produce an accountability report and toolkit.
    • Accountability: What did we do? Why did we do it in such a way? What lessons have we learnt?
    • Toolkit/ Starter kit: Everything there is to know about a given technical functionality and how to implement it.

  • Final management report: project internal deliverable shared with the European Commission that reports on the overall project progress, its closing and financial aspects.
These documents would be sent out in advance of the meeting so as to give the participants sufficient time to prepare for the meeting.
We hope that participants will therefore be able to engage actively and feel comfortable asking questions.

WHY?
We aim to exchange good practice with other key stakeholders in order to improve the usefulness of the final SPOCS results.
We believe it is also important that, within the context of cross-border business start up and temporary provision of services, work on the equivalence of documents in the participating countries sets initial basic and robust rules. SPOCS has led the way to enable this to happen. We now need to secure broader commitment to take this forward with the support of DG MARKT.
We aim to demonstrate the agnostic nature of the various digital building blocks available and see how these can be implemented in other Member States.
Finally, SPOCS aims to be sustainable by supporting broader efforts on cross- border interoperability.
